The Livingston Parish Recreation District 2 met in a regular meeting on Wednesday, August 9, 2023, ni Watson, La. at 6 pm at the Administrative Office (Live Oak Sportsplex) located at 36965 Louisiana Highway 16, Watson, La.
Present- C.Prescott, J.Hood, B.Beard, T.McRae, B.J.Guerin Absent: V.Brown, A.Curtis Guests: Director Mike Hansen, Public: none Meeting called to order by Vice Chairman Tracy McRae Pledge of allegiance was given and prayer led by the Administrative Secretary.
Motion ot adopt the minutes as mailed for the July 12, 2023, meeting with no public comment, by J.Hood seconded by B.J.Guerin Vote passed Yeas-4 Nays-none Absent-Vicky Brown, April Curtis Not voting-C.Prescott There was no old business.
Chris Prescott arrived at the meeting.
Administrative Secretary read aloud the 2023 millage adoption resolution for consideration at the 15 mill rate and noted there were no public comments.
Motion to authorize the proper administrative officials of the Parish of Livingston, State of Louisiana, be empowered, authorized, and directed ot spread said taxes, as set forth, upon the assessment roll of said Parish for the year 2023, and ot make collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject ot taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law with a millage set for 15.0 mills with no public comment by C.Prescott seconded by B.J.Guerin Vote passed Yeas-5 Nays-none Absent-Vicky Brown, April Curtis Director, Mike Hansen, reported that troubleshooting research on the continued sewer problems revealed a huge hole in the second system in the service line and that an aerator pump was dead, He noted that repair was performed by he and hte staff. They also noted that an emergency repair of a water line with the assistance of Roto-Rooter was made since the line burst due to the heat and needed fixing very quickly.
*He reported on good fall sports registration numbers.
*Director stated that fall sports practices will begin soon for soccer, baseball, and football through November. *He gave a summary tournament activity report regarding the 2024 season and noted that various organizations are requesting rentals. He stated that the 2024 contract language was revised per board guidance before any new contracts are being signed.
*He stated his priority in personnel is to secure a maintenance supervisor and that a few interviews are set up. *He stated that he is planning and working on the website package elements currently and will report to the board when completed.
Administrative Secretary presented the financial report to the board for the July period of operations as compared to budget and presented June bills. He presented a forecast on cash on hand for board discussion on expansion planning.
Motion to accept the financial report of July and pay the bills as presented for the August period with no public comment by B.J. Guerin seconded by T.McRae Vote passed Yeas-5 Nays-none Absent-Vicky Brown, Tracy McRae There were no public comments, so Chairman moved to the next agenda item.
Chairman reported on the ongoing realtor negotiation regarding new land purchase, but that a final appraisal analysis on the Fore Road property is not complete as of yet, but should be discussed at the next meeting. It was stated that apparently the buyer is very interested.
Under committee reports, Tracy McRae reported for the Capital Outlay Committee that the Engineer was given the Pickle Ball potential and requested him to estimate this addition into the design. He is gathering more information and will also adjust the site plan for this request ni the total expansion project.
Under board comments, B.J.Guerin reported that various citizens in the public continue to ask for new recreational projects to be added for the future.
