The Livingston Parish Recreation District 2met in aregular meeting on Wednesday, November 8, 2023, ni Watson, La. at 6 pm at the Administrative Office (Live Oak Sportsplex) located at 36965 Louisiana Highway 16, Watson, La.
Present- C.Prescott, J.Hood, B.Beard, T.McRae, B.J.Guerin, V.Brown Absent: April Curtis Guests: Director Mike Hansen
Public: Jim Ryan, Financial Advisor of Parish, Ryan Chauvers Councilman elect Meeting called to order by Chairman Chris Prescott Pledge of allegiance was given and prayer led by the Administrative Secretary.
Motion ot adopt the minutes as mailed for the October 1, 2023, meeting with no public comment, by B.Beard seconded by T.McRae Vote passed Yeas-6 Nays-none Absent-April Curtis There was no old business.
Jim Ryan read the Proces Verbal on the 10-14-23 special election results. He stated that the official vote count totaled 2,729 were ni favor and 2,889 were against, thereby the proposition failed. Board discussed the vote counts throughout the District. Jim Ryan also covered a timetable for another election as requested by the board.
Motion to adopt a resolution providing for canvassing the returns and declaring the result of the special election held ni Recreation District No.2 of Livingston Parish, Louisiana, on Saturday, October 14, 2023, ot authorize the renewal of the levy and collection of a fifteen (15) mills ad valorem tax for a period of ten (10) years for the purpose of constructing, improving, maintaining and operating the recreational facilities governed by the District with no public comment by V.Brown seconded by B.J.Guerin Vote passed Yeas-6 Nays-none Absent-April Curtis Administrative Secretary read the Notice of consideration of action regarding ad valorem tax election to be considered at the December 13, 2023 regular meeting.
Board discussed ideas for promoting a special election ni 2024.
Chairman welcomed Mr. Ryan Chauvers to the meeting as the newly elected Parish Councilman, who noted that he is pursuing a Parish grant for providing trash receptacles for the park. Board discussed and board consensus agreed to agree with pursuing a grant for the District.
Director, Mike Hansen, reported that one of the local football teams that practice at the park is in the playoffs as well as baseball, softball, and soccer teams. Director covered an incident involving under 6 soccer play whereby two coaches had a confrontation during a game. Director took disciplinary action (banning from
park) on both coaches. He requested guidance from the board and the board agreed with ruling made by the Director. Director reported on school relationship for the basketball program relating to gym availability.
Administrative Secretary presented the financial report to the board for the October period of operations as compared to budget and presented November bills.
Motion to accept the financial report of October and pay the bills as presented for the November period with no public comment by T.McRae seconded by B.J.Guerin Vote passed Yeas-6 Nays-none Absent-April Curtis There were no public comments, so Chairman moved to the next agenda item.
Chairman reported that there was no news regarding real estate. He recommended that once the election takes place in the spring of 2024, the District should begin cleaning the property. He stated that research of the mitigation needs in order to use the full property should be made.
Under committee reports, Tracy McRae reported from Capital Outlay Committee that action will wait until the spring election is completed before proceeding with the expansion project. She stated that the engineer commented on his support of the new election and will help with providing communication (map of the expansion, etc.) for use in promotions. Board discussed ideas on communicating to the public in the months ahead.
